MOHALI: Deputy commissioner HIS Grewal has been accused of favouring his friend and former municipal corporation president Kulwant Singh while hearing a petition filed by Kulwant on the recounting of votes in ward number 15. Though Kulwant has denied being favoured by Grewal, cellphone records and clips available with The Times Of India indicate that Grewal has indeed been helping Kulwant in the case.
Kulwant Singh had filed the petition after he lost ward number 15 to Gurnam Singh Bindra in the MC polls last year by a margin of 54 votes. He approached election tribunal and sought recounting of votes, as 78 out of the total votes were declared invalid. Grewal summoned the record of the ward on April 17.
Gurnam Singh, meanwhile, approached the Punjab and Haryana high court against the recount. The high court stayed the proceedings. However, ignoring the stay, Grewal ordered recounting on May 8 and instructed Gurnam to leave the room where recounting was held. Kulwant, however, was not asked to leave the room. Gurnam again approached the court and apprised it about Grewal's high-handedness. The high court put a stay on the matter and ordered criminal contempt proceedings against Grewal.
Cellphone records of both Grewal and Kulwant show that they have been in constant touch with each other for past four months and have even met in Shimla. Records regarding mobile tower locations also indicate that they were together for hours on May 7 — a day prior to the recounting — at Hotel Mountview. TOI has audio-visual records of both of them sitting in a room in Hotel Mountview on June 15 from 10 pm to midnight. And in a conversation with this reporter, Grewal admitted that Kulwant was a friend. He even claimed that Kulwant would be back in the MC within the next three months. Local MLA Balbir Singh Sidhu said, "The court has already initiated criminal contempt proceedings and Grewal should be removed immediately." According to advocate Anupam Gupta, a judge cannot hear a case wherein one of the persons involved happens to be his friend. When contacted, media advisor to chief minister Harcharan Bains said, "We will probe into the matter and if the allegations are found true, strict action will be taken against the deputy commissioner."
